This is a mixture of a matting of carbon threads and epoxy resin. Carbon fibre is strong and light and because the manufacturer can decide which direction the fibres go, it can be made stiff in one direction and springy in another.

coolest headset cap i have dealed with - Review by Kenny

At first it took me a while to under stand why I needed two allen keys to work this cap... well the smaller one is to secure it into place and the bigger one is to press down on the fork before tightening the stem. It works great with carbon forks. I highly recommend for high end carbon bikes.
