Ralph is on the money
This lock is meant to be looped back in on itself. Surprisingly hard to pick or destroy, it can be a bit frustrating if the looped end doesn't have an anchor point. As it doesn't cover a lot of distance (or # of bikes)
Admittedly it was designed to 'mind' your bikes when locked on the back of the car or on a roofrack!

good but.
This cable is only good if your not planing on leaving your bike out too long. Or using it as a secondary lock for your wheels. Works best if attached to another lock.
